General Description

The candidate will work with Sturgeon Lake First Nation, to deliver holistic health services, grounded in culture harmonized with Western models of health care, for individuals, families, and the Nation. This position reports to the Chief and Council and Health Portfolio Councilor and the Nation. He/She will be responsible for the operation and management of all Departments within the Health Center. The Director would plan, develop, direct, implement and co-create evaluations related to the holistic health programming in collaboration with leadership and Department Program Managers.

Duties and Responsibilities may include:

  • Must have knowledge and understanding of the Treaties, Treaty Right to Health, and Medicine Chest clauses.
  • Work with the Nation to protect the inherent rights, laws and traditions of Sturgeon Lake.
  • Knowledge of Nations history, customs, rituals and cultural practices.
  • Work with SLFN Chief and Council to ensure that the health priorities align with the Band’s strategic priorities and goals.
  • Must have strong advocacy and negotiation skills to address Federal-Provincial obligations over inequities, jurisdictional gaps, sustainable funding and implementation of the Treaty Right to Health, United Nations Declaration on the Rights of Indigenous People (UNDRIP), Truth and Reconciliation Commission ( TRC) Calls to Action, and Joyce’s Principles (JP).
  • Utilize leadership skills, team building and conflict resolution to build a strong team and create partnerships both internally and externally.
  • Knowledge of health and health care, attention to First Nation determinants of health including protection of the nehiyawewin (language) and Plains Cree culture to improve individual, family and the health of the Nation.
  • Understand existing health service delivery models and Acts that support care (Canada Constitution Act of 1982, Indian Act of 1982, Canada Health Act of 1984 and the Federal understanding of the Treaty Right to Health).
  • Develop policies that work towards autonomy or self-determination.
  • Prepare briefing materials and co-create proposals for health programs.
  • Review relevant Reports and making recommendations on how to address funding shortfalls and inequities experienced by the health programs and the Nation.
  • Co-create and prepare health budgets and funding proposals.
  • Monitor and evaluate programs and services for compliance and quality of care; make recommendations for improvements based on cultural safe approaches and best practices.
  • Be responsible for financial planning, management and control of the health budget
  • Develop and revise job descriptions as necessary.
  • Supervise the Program Managers to ensure that all are carrying out their assigned duties as per individual workplans and job descriptions.
  • Conduct management/supervisor evaluations; as well as Annual Reviews with appropriate assistance.
  • Be responsible for the overall direction of health staff members and the operation of the Health Centre.
  • Prepare Reports for the Chief and Council, Health Board and funding agencies as required.
  • Ensure that the mandatory Program Reports are prepared by programs and submitted to the appropriate authorities.
  • Responsible for the preparation and/or supervision of the Annual Health Report and Audited Financial Statement.
  • Ensure Health Information and Data are appropriately managed and up-to-date (within 14 days) to ensure new and emerging trends are considered in practice; as well as program planning, development, implementation and evaluation.
  • To work with Programs Managers/Supervisors to identify/facilitate training needs; as well as advocate for funding and evaluate the application of the new knowledge.
  • Plan, develop and implement the Sturgeon Lake Health Centre Community Health Plan in collaboration with health staff.
  • Provide access to efficient and effective health services that include continuous quality improvement.
  • Assist in the implementation of health operation strategies
  • Responsible for the O & M of all the Health Programs
  • Ensure all Health Programs are grounded in the culture of the Nation.
  • Maintain excellent working relationships and communication with external groups – First Nations and non-First Nations
  • Ensure the Emergency Response Plan is routinely updated.
  • Be the Band Representative on External Technical Boards or with discussion with the Chief and Council ensure that an appropriate representative is present.
  • Facilitate Nation-Driven research with the Health Staff and external researchers to improve practices and the wellness of individuals, families and the Nation.

Qualifications:

  • Degree in a health profession or in health administration; registration and/or licence to practice.
  • Experience in First Nations health services, management and governance structures found within a community development capacity with First Nations.
  • Knowledge of EMR; as well as financial software.
  • Must have good understanding and adhere to: General Accepted Accounting Practices (GAAP).
  • Knowledge of Federal and Provincial funding partners and their reporting requirements as per their funding Contribution Agreements (CAD).
  • Must be willing to participate in research being undertaken by the Nation.
  • Establish and maintain a good working relations and communication with external groups such as: ISC (Indian Services Canada), SHA (Saskatchewan Health Authority), FSIN (Federation of Sovereign Indigenous Nations) , AFN (Assembly of First Nations) , Provincial partners, local hospitals, health professionals and other stakeholders
  • Coordinate the development of Emergency Response Planning Policies and Procedures for the Nation.
  • Accountability and the efficient utilization of all health resources.
  • Lead by example and demonstrate leadership, integrity, creativity, respect while achieving results by involving and empowering others (health care providers, staff, individuals, families).
  • Co-create Strategic Plans that have a long-term vision.
  • Valid Drivers Licence and reliable transportation.
  • Ability to travel as necessary.
  • Have strong proposal writing skills with a demonstrated ability to secure; as well as maintain funding for Programs and Services.
  • Able to efficiently multitask and prioritize daily, weekly, monthly and yearly.
  • Minimum of four years of experience in a leadership position.
  • Ability to draft Budgets, Proposals; as well as review Financial Statements and Contribution Agreements.
  • Demonstrate and promote a healthy lifestyle through role modeling.
  • Understand and speak Plains Cree is an asset.
  • Provide a current, Canadian Criminal Record Check (CPIC) with Vulnerable Sector Search as a condition of employment.
  • Must be willing to work flexible hours evenings, and weekends.
